UNKNOWN WYNN MACAU DIRECTOR ACCUSED OF $2.8 MILLION BRIBERY AND PLEADS GUILTY

An air conditioning salesman from Hong Kong entered a guilty plea to bribing an unidentified Wynn Macau director in exchange for lucrative contracts at the casino. At Oh Luen, Li Kin-wang, 59, manages sales as a senior manager and offers air conditioning and maintenance services to large corporations. He acknowledged on Monday that he had paid three bribes totaling more than HKD450K (US$57K) to the unidentified Wynn director, according to Hong Kong's Independent Commission Against Corruption (ICAC).

According to ICAC, Wynn Resorts Macau gave Oh Luen about 70 air conditioning maintenance contracts worth HKD22 million (US$2.8 million).

The agency observed that Wynn Resorts Macau and the two air conditioning companies both saw increases in revenue from 2014 to 2017. Still, Wynn's growth had nothing to do with air conditioning.

Money for Agreements

Li was charged by the ICAC in May 2022 along with another person for violating Hong Kong's Prevention of Bribery Ordinance (POBO) by giving an advantage to an agent without legal authority or a good reason.

The other was Woo Tak-hoi, a 55-year-old director of Wai Luen, an Oh Luen affiliate. In response to two charges of bribery conspiracy, Woo entered a not guilty plea. This week, the Eastern District Court of Hong Kong will open his trial.

If found guilty, both men could receive a sentence of up to seven years in prison and a fine of up to HK$500,000 (US$64,000). Li was first accused of paying the director seven bribes totaling over HK$930,000 (US$118,470).

It's unclear if the enigmatic Wynn director is prosecuted in addition. He began working for Wynn Resorts Macau in 2007 and was tasked with "responsibility for the procurement and award of repair and maintenance services," according to the ICAC. Li stated in court that the director started requesting bribes from him in 2014.

Notice of Whistleblower

Two casinos in the gaming hub are owned by the American operator. September 2006 saw the opening of Wynn Macau, and August 2016 saw the Cotai Strip welcome Wynn Palace.

A whistleblower who wished to remain anonymous informed ICAC in 2019 about potential bribery. The Commission Against Corruption in Macau provided assistance to the agency. As per ICAC, Wynn Macau provided complete cooperation with the investigation.

Li was granted bail by Judge Frankie Yiu Fun-che, who postponed the case until September 18.

It might also consider using other channels to spread the word about how to win at casinos. Current customers may also be rewarded with seasonal sales incentives. These kinds of promotions can boost client loyalty, but make sure to read the guidelines before participating in any promotional activity.
